According to Tim Goldt, Executive Officer of the US Army's Combat Support and Combat Service Support Program, the US Army is conducting a competitive prototype design work to obtain a new all terrain vehicle capable of operating in the Arctic region. The evaluation work will be conducted in Alaska this year. This service awarded contracts to two suppliers: one is a team from the land systems division of American company Oshkosh Defense and Singapore ST Engineering; The other is a team consisting of two BAE system units, land and military, and BAE Hagglunds.

They will provide prototypes for cold weather all terrain vehicles in the second quarter of fiscal year 2021, "Goldt said in a written response to questions from defense journalists. The deadline for delivering the prototype is June 14th. These prototypes, currently considered as test assets, will undergo extreme cold weather testing and evaluation at the Alaska Cold Zone Test Center from August to the end of December. Goldt said, "This will help provide information for the selection process of production contracts. The current plan requires the final layoffs of the original project team in the third quarter of FY22.

Once the winner is selected, the project will be directly put into production. Goldt said that the army needs cable television to quickly replace small unit support vehicles (SUSVs), which are "no longer sustainable". As the Arctic region becomes increasingly important in military operations, the military branches also need modern and capable equipment. The US Army released its Arctic strategy last month, emphasizing the need for modernization and expanded presence as Russia and China continue to maintain their dominant positions in the region to achieve their economic and geopolitical goals.

Goldt said that cable television "will provide transportation for up to 9 personnel in extremely cold weather conditions to support emergency medical evacuation, command and control capabilities, and general cargo transportation.

Goldt pointed out that the project office has been working with the Army Futures Command to determine the details required for the vehicle, but this work has been ongoing for some time to ensure that we understand the requirements/key capabilities required for modern cold weather vehicles. This enables us to execute an accelerated acquisition plan to evaluate, procure, produce, deploy, and maintain such a system. SUSV is based on technology from the 1960s and 1970s, with the last procurement being in the early 1980s and expected to reach retirement in FY23. Goldt said that cable television will "provide greater operational and logistical advantages than decades ago (SUSV).
